Chamber Update on the Emergency Transportation Funding Package Bill 3991

    Dear North Clackamas County Chamber Members,

    As many of you know, Governor Kotek recently signed House Bill 3991 (the “Emergency” transportation funding package) into law.  This bill closes a reported budget shortfall within the Department of Transportation through significant fee increases that impact business owners and their employees, including a gas tax increase to $0.46/gal, vehicle registration fee increases, and a statewide payroll tax increase from 0.1% to 0.2% effective January 1, 2026, to raise an estimated $4.3Billion. There is currently a petition to refer this measure to the voters.

     Our Government Affairs & Public Policy Committee has been actively engaged in discussions around this bill and its potential impact on our community.  It is our belief that these increased fees and taxes will have a impact on business owners and their employees as well as the overall affordability within Oregon.  

     The North Clackamas County Chamber believes that residents, business owners, and taxpayers should have the opportunity to vote on these tax increases, and we support this referendum.

     We’re committed to advocating for our members’ interests and ensuring their voices are heard. I encourage you to learn more about this referendum effort to enable Oregonians to have a say in these tax increases.
